You forgot about part of Article IV, Section 1 of the Constitution.
"Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State; And the Congress may by general Laws prescribe the Manner in which such Acts, Records, and Proceedings shall be proved, and the Effect thereof."
IANAL, but AFAIK, the Gun Control Act of 1968 limits the "Effect thereof" to acknowledging that a person's home State issued the license, but not actually honoring it. If you come here to the People's Republic of New York with your piece, the cops will gladly acknowledge that your home State issued you a license - then promptly put handcuffs on your wrists.
